Howard Devone Payne (November 14, 1913 – March 20, 1958) was the second head football coach for the Northeast Louisiana State located in Monroe, Louisiana and he held that position for four seasons, from 1954 until 1957. His coaching record at Northeast Louisiana State was 15–22–1 He died in 1958 in a hospital where he had been undergoing surgery for ulcers. He was 44.
In 2007 Payne was inducted into the ULM Sports Hall of Fame. He is also a member of the Louisiana High School Athletic Association, having been inducted in 1992 posthumously.
