Carlos Lucero (born November 23, 1940) is a federal judge on the United States Court of Appeals for the Tenth Circuit.

Lucero received his bachelor's degree from Adams State College in 1961 and his law degree from The George Washington University Law School in 1964. Prior to his nomination, Lucero was a private practitioner in Alamosa, Colorado, and served as the first Hispanic president of the Colorado Bar Association.

Lucero was nominated to the Tenth Circuit by President Bill Clinton on March 23, 1995, to a new seat on the court. Upon confirmation by the Senate on June 30, Lucero became the first Hispanic judge to sit on the Tenth Circuit. Judge Lucero's chambers are located in Denver, Colorado.

Judge Lucero was in Tenth Circuit court's panel which decided the Kitchen v. Herbert case. On 25 June 2014 Lucero provided an opinion of the court affirming district court's decision.
