Carlo Fonseka (born 4 March 1933) is a Sri Lankan academic. He is the President of the Sri Lanka Medical Council.

Carlo Fonseka was born on 4 March 1933 in Colombo. He received his primary and secondary education from Maris Stella College, Negombo and at St. Joseph's College, Colombo. In 1960, he graduated from the University of Ceylon with a MBBS first class and obtained his PhD from the University of Edinburgh in 1966. In 1999 he was awarded a Master of Arts from University of Kelaniya.

Fonseka served in the Department of Physiology of the Medical Faculty of the University of Colombo serving as Professor of Physiology in it from 1982 to 1989 and was later awarded the title of Emeritus Professor. A member of the Lanka Sama Samaja Party he was vocal opponent of the first private medical school in Sri Lanka, the North Colombo Medical College and was appointed the first Dean after it was nationalized and made into the Faculty of Medicine of the University of Kelaniya.

He had served as the Chairman of the Art Council of Sri Lanka, Vijaya Kumaratunga Memorial Hospital and the National Authority on Tobacco and Alcohol. He received the World No-Tobacco Day Award 2012 by the World Health Organization and had been a Member of the University Grants Commission. In 2012, he was appointed President of the Sri Lanka Medical Council. In this capacity he has been highly critical of the newly established private medical school South Asian Institute of Technology and Medicine.
