Liopropoma emanueli (Cape Verde or Cape Verdes basslet) is a species of basslet endemic to the Atlantic waters around Cape Verde, western Africa where it is found at depths of about 20 metres (66 ft) and in rocky areas. Its length is not well understood.

The type of grouper, the basslet was first founded in the Danger diving site southwest of Tarrafal in the island of Santiago at 15°15'51.22" N and23°45'35.41" W, below overhanging large boulder, 20 m in depth. It was named and described by Peter Wirtz and Ulrich K. Schliewen in 2012. They are founded in the north of Santiago and likely the southern part.

The species is named in honour of Emanuel d’Oliveira, whose knowledge of the marine fauna of Santiago Island has been a great help to the first author during many dives.
