Selangor started the summer in December when P. Maniam was officially announced as Selangor's new coach for the one season. He appeared for his first press conference in front of the media on December 28. K. Gunalan, the interim coach last year, will again serve as assistant coach for this season.

On December 28, 2016, P. Maniam brought some new faces on the club's academy after losing several key players who migrated to other teams. The player who was promoted to the first team is A. Namathevan, K. Kannan, Muhd Amirul Ashraf Ariffin, Muhd Faizzudin Abidin, Badrul Amin Rusalan, K. Sarkunan and Muhd Syahmi Safari.

On 30 December, Dato' Seri Mohamed Azmin Ali has quit as President of Football Association of Selangor (FAS), after two years he held a post since December 2014. Amirudin Shari also joined Azmin by resigning as team manager. They had to make a decision after seeing the failure of Selangor executive officers (EXCO FAS) to submit a strategic plan for Selangor state football management, including failing to update the professional administration organization for the FAS association.

During the pre-season planning, P. Maniam also brought some new local players for this season. Among them is Afiq Azmi (Negeri Sembilan), Halim Zainal (Kuala Lumpur), K. Satish (PKNS), Fairuz Abdul Aziz (AirAsia FC) and Nurshamil Abd Ghani, a player who is on loan from Melaka United.
