The 2017 Liga 3 season will be the inaugural season of the third-tier competition in Indonesia with the new name Liga 3.
Persatu Tuban, winner of the 2014 Liga Nusantara are the defending champions, as the 2015 Liga Nusantara was not held and the 2016 ISC Liga Nusantara was not counted as an official league.
Liga 3 in 2018 changed name to Liga 4, because 2018 Liga 2 plays with 24 teams, 2018 Liga 3 plays with 37 teams from relegated 2017 Liga 2, and 2018 Liga 4 being fourth-tier or lower-tier competition in Indonesia.
Each Provincial Association only given one representative to the national round. 32 teams will perform in the national round, consist of 30 teams of provincial competition winners and two winning teams from play-off of the bottom four teams. National round took place in several provinces that have been determined by PT LIB with the following format:
