The 2016-17 São Vicente Island League season was the 79th (41st since independence) of the competition of the second and third tiers of football in the island of São Vicente, Cape Verde. It started on 17 December 2016 and finished on 30 April 2017. The championship was organized and goveroed by the São Vicente Regional Football Association (Associação Regional de São Vicente de Futebol, ARSVF). CS Mindelense won the 49th title, as they were national champions in the previous season, once again Derby as second place qualified into the 2017 Cape Verdean Football Championships, two weeks later in May. Mindelense will qualify into the regional Super Cup as champion later in the year and will face the cup winner Derby.

Its chairman of the season was Júlio do Rosario.

CS Mindelense was again the defending team of the title. A total of 14 clubs participated in the competition, 8 in the Premier Division and 6 in the Second Division. In the Premier Division, a total of 132 goals were scored, around twenty fewer than in 2015 and two last season.

Mindelense finished with 32 points, the club did not lose a single match. Mindelense scored the most numbering 27, second was Derby and third was Farense Fonte Filipe, the least was Salamansa with 10 and Ribeira Bote with 14. On the opposites, Mindelense conceded the fewest with 9 goals, second was Ribeira Bote with 14 while Salamansa conceded the most with 23 and second was Falcões do Norte with 22.

GS Castilho was promoted into the Regional Premier Division after participating for three seasons and failed to return after losing promotional matches in two seasons, Falcões do Norte was relegated and will participate in the regional Second Division in the following season. Salamansa went into 7th place and challenged runner up in the Second Division, Ponta d'Pom in the promotional match. The first match ended in a goal draw, Salamansa won 1-0 in the second match and Salamansa stays in the Premier Division in the following season.

Académica Mindelo started with first place, it was taken by Farense, Mindelense took it for the rest of the season. Académica Mindelo's position fallen to fifth at the 13th round and that club finished 3rd for the season while Derby was runner up for the season.
