1999 Belarusian First League was the ninth season of 2nd level football championship in Belarus. The season started in April 1999 and ended in November 1999.
The two best teams of the 1998 Belarusian First League (Lida and Svisloch-Krovlya Osipovichi) were promoted to Belarusian Premier League. Normally, the two lowest placed teams in the 1998 league would be relegated, however as Belenergostroy Beloozyorsk and Belcard Grodno disbanded at the end of previous season, no teams were relegated to the Second League. The promoted and disbanded teams were replaced by three newcomers from the Second League (Zvezda-VA-BGU Minsk, Granit Mikashevichi and Neman Mosty and one team relegated from Premier League (Kommunalnik Slonim.
Before the start of the season Dinamo-Energogaz Vitebsk were renamed to Vitbich-Dinamo-Energo Vitebsk. FC Bereza merged with Keramik Bereza from the Second league and adopted Keramik name.
The two highest placing teams of the season (Kommunalnik Slonim and Vedrich-97 Rechytsa) were promoted to the Premier League, and the two lowest placed teams (Pinsk-900 and Vitbich-Dinamo-Energo Vitebsk) were initially relegated to the Second League. Vitbich-Dinamo-Energo Vitebsk disbanded at the end of the season due to financial troubles.
