The 1948–49 Iraq FA Championship was the first ever edition of what is now known as the League of the Institutes (the top division of Iraqi football from 1948 to 1974). The Iraq Football Association organised the tournament in the same year that they were founded. It was contested by six clubs from across the country, split into two groups with the winners of the groups facing off in the final.
The North Group included Al-Kuliya Al-Askariya (Baghdad), Montakhab Kirkuk (Kirkuk) and Al-Tayour Al-Zarqaa (Mosul), while the South Group consisted of Haris Al-Maliki (Baghdad), Sharikat Naft Al-Basra and Al-Minaa (both Basra). Al-Kuliya Al-Askariya and Sharikat Naft Al-Basra won their respective groups, and the final (played at Al-Kashafa Stadium) ended 1–0 to Sharikat Naft Al-Basra, who were coached by Englishman Tommy Thomas and who had two English players in their lineup.
