Paroemion

Paroemion is the repetition of usually initial consonant sounds in two or more neighboring words or syllables (as wild and woolly, threatening throngs). It is also called head rhyme or initial rhyme. It is also alliteration taken to an extreme where nearly every word in a sentence begins with the same consonant.
