FreeDict

Freedict is a collection of free bilingual dictionaries, with various free and open source licenses. As of February 2017, the project hosts over 80 bilingual dictionaries of various sizes.

The dictionaries are encoded in in XML complying to the Text Encoding Initiative (version P5) Guidelines. From this format, dictionaries can be exported into any format. At the moment, output formats include the DICT and the Stardict format.

FreeDict understands itself as data provider and hence relies on external dictionary programs to view the dictionaries. This way, the dictionaries can be used on a number of platforms. The most popular open source dictionary program, available for most platforms, is GoldenDict. It is even possible to use it on a mobile phone.
Other options include one of the numerous DICT clients (standalone and plugins, both locally and remotely), DICT WWW interfaces, and directly in a browser (source XML + CSS).
